Welcome to the CargoSoft special seafreight newsletter with the topic Import Control System 2 (ICS2).

In the course of setting up the first customers for ICS2 Multiple Filing, we have received the following information, which is important to note.

The countdown is on
Customs gives the go-ahead for ICS2 (Multiple Filing) on December 4, 2024

The countdown is on, because that is when customs will give the go-ahead for ICS2 (Multiple Filing). From then on, sea freight forwarders will also be able to participate in ICS2 and transmit sensitive data, such as the name of the shipper or the recipient of the goods, directly to customs instead of to the respective shipping company.

Apply now for deferral until 04.12.2024 at the latest!

For late starters, customs will grant freight forwarders a transitional period until April 1, 2025, unless you as a house level filer plan to report ICS2 data via ZODIAK GE as early as December 4, 2024. Please note that this requires the application for a so-called “deployment window”. This must be applied for by December 4, 2024 at the latest!

Applications for the deployment window should then be sent informally to the Customs Service Desk (servicedesk@zoll.de).

The following information must be provided:
  • Company name and address details;
  • associated EORI number;
  • Role in the ICS business process;
  • IT service provider (if applicable);
  • mode of transportation;
  • planned start date of commissioning;
  • Transition strategy (e.g. phased implementation by country and volumes / statistics of submissions) to assess operational and/or system load.

What is ICS2

New customs system ICS2: More security for the EU

The EU is strengthening the protection of its citizens and the internal market with the new Import Control System 2 (ICS2). This system records freight information on all goods imported into the EU in advance in order to identify risks at an early stage.

Companies must submit corresponding security data via the Entry Summary Declaration (ENS) - in three phases (2021, 2023, 2024) depending on the introduction.

ICS2 improves security controls, enables targeted measures in the supply chain and promotes the free flow of goods. It is a key step towards secure and efficient customs clearance in the EU.
